Advocacy Group Writes Open Letter To President Tinubu, NSA, INEC Over Suspension Of Warri Delineation, Says INEC’s Decision Is An Act Of Tyranny, Invitation To Anarchy
By Esther David
OPEN LETTER TO THE FEDERAL GOVERNMENT, NSA AND INEC
Date: 28th September 2025
Subject: Deliberate Subversion of the Supreme Court Judgment on Warri Delineation: An Act of Tyranny and a Direct Invitation to Anarchy
To the President of the Federal Republic of Nigeria,
To the National Security Adviser,
To the Chairman of INEC,
And to every Nigerian whose conscience is still alive:
We are not writing this as a polite petition. We are writing in rage, in pain and with the Constitution as our shield. What is happening in Warri Federal Constituency is not a misunderstanding, it is a deliberate act of political sabotage. The suspension of the Supreme Court-ordered delineation exercise is not only contemptuous of the apex court, it is a brazen declaration of war on the rule of law, on the Ijaw and Urhobo people and on Nigeria’s democracy itself. It is tyranny masquerading as caution; it is bias dressed up as security; it is a carefully scripted plan to deny a majority their rights.
President Bola Tinubu, under your watch INEC has become an errand boy to the Office of the National Security Adviser. Under your watch the Constitution is being shredded. Under your watch the Supreme Court’s judgment in favour of fresh delineation in Warri is treated as waste paper. This is not leadership; it is open bias. This is not peace; it is provocation. This is not caution; it is a rehearsal for chaos. The Constitution you swore to uphold is being spat upon and you toe that part.
Section 287(1) of the 1999 Constitution is unambiguous: “The decisions of the Supreme Court shall be enforced in any part of the Federation by all authorities and persons.” Section 160(1) is equally clear: “In exercising its powers to make regulations for the conduct of elections, INEC shall not be subject to the direction or control of any other authority or person.” By suspending the Warri delineation on the pretext of “escalation to the NSA,” you have broken both provisions. This is a constitutional crime. This is government by contempt. This is how nations collapse.
Do not deceive yourselves. This is not about peace. This is about maintaining a fraudulent ward structure that keeps the Itsekiri minority in control and robs the Ijaw and Urhobo majorities of their lawful representation. You know the truth. You know the Supreme Court has spoken. You know once the delineation is done, their decades of manipulation will end. That is why you have suspended it. That is why you are hiding behind “security.” But history will not forget and the people will not forgive.
We reject this suspension. We reject CVR on an illegal structure. We reject any further betrayal dressed as “process.” We are not beggars. We are citizens. We have been patient, we have been shot at, insulted and mocked. But patience is not cowardice. Justice denied is democracy destroyed. If this travesty is not reversed immediately, the blood of democracy will be on your hands.
This is not a plea. This is a warning. Resume the Warri delineation now. Obey the Supreme Court now. Restore the rule of law now. End the bias and return to justice before you plunge Warri and Nigeria into a crisis you will not be able to control. You cannot continue to provoke a people and expect peace. You cannot bury truth forever; when it rises, it will not rise gently.
