Open LETTER BY THE CONCERNED ELDERS OF WARRI FEDERAL CONSTITUENCY TO THE PRESIDENCY, The National Security Adviser (NSA) AND THE NIGERIAN PUBLIC
DATE: 10TH DEC, 2025

SUBJECT: CONCERNED ELDERS OF WARRI FEDERAL CONSTITUENCY PASS A RESOLUTE VOTE OF CONFIDENCE IN DR. OTUARO AND REJECT THE BASELESS BLACKMAIL

We, the Concerned Elders of Warri Federal Constituency, rise today with a burning sense of outrage to denounce in the strongest possible terms the reckless, fabricated and malicious publication targeting Dr. Dennis Burutu Otuaro. We reject it completely because it is nothing but a desperate plot by enemies of peace, development and accountability who cannot withstand the transformation currently happening in the Presidential Amnesty Programme.

Let it be known across Nigeria and beyond that we disagree totally, absolutely and unequivocally with the said piece and evil protest that accuses a man of honour of murder, ritualism, terrorism and human trafficking. Such baseless and unreasoned allegations are not only an insult to our collective intelligence but a direct attack on the peace, stability and progress of the Niger Delta.

This letter is not just a rebuttal,
It is a WARNING.
It is a DECLARATION.
It is a VOTE OF CONFIDENCE.

A MALICIOUS PUBLICATION BORN OUT OF ENVY, POLITICS AND FEAR OF PROGRESS

The faceless writers and protesters of this shameful and fabricated accusation are nothing but saboteurs of Niger Delta peace, enemies of progress who cannot stand the light Dr. Otuaro has brought into the PAP.

Since his assumption of office:

The PAP has regained credibility.

Ex-agitators have found direction and hope.

Training, empowerment and scholarship programmes have been revived.

Accountability and transparency have returned.

The Niger Delta is more stable and safer than it has been in years.

Those who thrived in confusion, fraud and shadow operations cannot withstand a man of clarity, education and sincerity. And so, in their desperation, they now fabricate lies and stage rented protests in Abuja to create the impression of crisis.

We see through their puppet masters.
We see through their political sponsors.
And we will not keep quiet.

DR. DENNIS OTUARO IS NOT JUST A LEADER, HE IS A REFORMER WHO HAS SAVED THE PAP

The Concerned Elders of Warri Federal Constituency hereby pass a full and total vote of confidence on Dr. Dennis Burutu Otuaro.

We do so because:

His reforms are real.

His leadership is effective.

His innovations are traceable.

His peace-building approach is yielding measurable results.

His commitment to the Niger Delta is unquestionable.

From cleaning the PAP database to restoring due process, to shutting down the pipelines of corruption, to ensuring empowerment reaches those it was meant for, Dr. Otuaro has performed beyond expectation.

That is why saboteurs are crying.
That is why paid agents are shouting.
That is why external enemies are restless.

Because the PAP is no longer a cash-out centre.
It is now a development institution.

WE WARN SABOTEURS: ENOUGH IS ENOUGH

To those sponsoring fake protests, forged allegations, blackmail documents and cooked-up press statements:

WE WARN YOU TODAY, desist immediately.

The Niger Delta will not sit back and watch a few disgruntled individuals destroy the best leadership the PAP has seen in years.

We will expose you.
We will resist you.
We will defend the peace of our region.

Any attack on Dr. Otuaro is an attack on the Niger Delta peace architecture.
Any attempt to undermine his efforts is an attempt to destabilize our region.
And we will not tolerate it.

MESSAGE TO THE PRESIDENCY AND THE NIGERIAN PUBLIC

President Bola Ahmed Tinubu should ignore the cheap propaganda and malicious fabrication being peddled by individuals who cannot point to a single truth in their allegations.

The Niger Delta knows those behind these lies.
Nigeria knows who benefits from confusion.
And history will record those who fought against peace.

Under Dr. Otuaro, the PAP is functioning.
Under Dr. Otuaro, ex-agitators are being stabilized.
Under Dr. Otuaro, the region is breathing easier.

Therefore, any call for his removal is not a patriotic requeit, it is a contractor-sponsored plot, an ethnic attack and a desperate pushback by those uncomfortable with aaccountability

OUR FINAL WORD: WE STAND FIRMLY WITH DR. OTUARO

We stand with him today.
We will stand with him tomorrow.
We will stand with him until peace and development permanently take root in the Niger Delta.

The Concerned Elders of Warri Federal Constituency hereby declare:

“Dr. Dennis Burutu Otuaro remains the Administrator of the PAP with our total support, our full mandate and our unwavering confidence.”

Those fighting him are fighting the truth.
Those attacking him are attacking development.
Those sponsoring lies will be disgraced by facts.
