OPEN LETTER BY THE IJAW YOUTH LEADERS OF THOUGHT (IYLT) ON THE DISGRACEFUL ₦26 BILLION PROBE AND THE THREAT OF ARREST AGAINST THE PAP ADMINISTRATOR, DR. DENNIS BURUTU OTUARO

The Ijaw Youth Leaders of Thought (IYLT) rise today in unshakable anger to condemn, in the strongest possible terms, the reckless, provocative, and suspicious manner in which the House of Representatives, acting through its Public Accounts Committee, has chosen to witch-hunt the Presidential Amnesty Programme (PAP) and its Administrator, Dr. Dennis Burutu Otuaro.
Let it be known across Nigeria and beyond: We will not sit quietly while our son is being targeted for crimes he did not commit and for expenditure he was not even in office to authorize.
A DIRECT MESSAGE TO THE HOUSE OF REPRESENTATIVES:
We see through this game and we reject it completely.
How can any serious legislative body summon a man to account for money allegedly spent in 2020–2021, when Dr. Otuaro only assumed office in 2024?
Is this ignorance?
Is this incompetence?
Or is this a calculated political ambush designed to embarrass a man who has restored dignity, order, and transparency to the PAP?
Whatever the motivation is, we state clearly:
THIS PROBE IS NOT ABOUT ACCOUNTABILITY, IT IS A TARGETED ATTACK.
If the House truly wanted answers, it would summon those who held office in 2020 and 2021, not a man who came to clean their mess four years later.
This insult will not go unanswered.
THE THREAT OF AN ARREST WARRANT IS A NATIONAL DISGRACE
This is the height of the legislative rascality.
Threatening to issue an arrest warrant for a man who has repeatedly shown willingness to cooperate is a blatant act of intimidation, a crude attempt to paint him guilty before any investigation begins.
We are issuing this warning openly:
DO NOT TRY IT.
DO NOT ARREST DR. OTUARO FOR FUNDS HE NEVER TOUCHED.
THE IJAW NATION WILL NOT ACCEPT IT.
The Presidential Amnesty Programme is not a political toy.
It is the fragile backbone holding the peace of the Niger Delta.
To toy with its leadership is to play with fire.
THE TIMING OF THIS PROBE IS TOO SUSPICIOUS TO IGNORE
Why now?
Why suddenly?
Why immediately after Dr. Otuaro blocked corruption pipelines, exposed ghost beneficiaries, and restored credibility to a programme previously hijacked by vested political interests?
We know the answer.
We know the sponsors.
And we know their fear.
A TRANSPARENT PAP IS THEIR NIGHTMARE, SO THEY ARE TRYING DESPERATELY TO DESTROY THE MAN WHO BROUGHT THE LIGHT.
But this agenda will fail.
AN INVESTIGATION IS NOT THE PROBLEM, THE TARGET AND TIMING ARE
We support accountability.
We support transparency.
We support every legal probe conducted in good faith.
But this one stinks of ethnicity, politics, and vendetta.
If the House wants a genuine probe:
Start with 2020
Start with 2021
Start with the administrators who signed the cheques
Start with those who supervised the spending
NOT the man who inherited their debris and is now being punished for cleaning the rot.
A WARNING TO ALL POWER CENTRES:
RESPECT MUST BE MUTUAL
The Ijaw nation is peaceful but we are not weak.
We seek justice, but we refuse oppression.
We pursue accountability but we reject targeted humiliation.
If the House chooses confrontation, If they insist on this path of provocation, If they attempt to frame or arrest an innocent man for political theatre:
THEY WILL BE RESPONSIBLE FOR WHATEVER CONSEQUENCES FOLLOW.
We will not allow another era of legislative bullying against the Niger Delta.
Not again.
Not under our watch.
OUR FINAL WORD
Dr. Dennis Burutu Otuaro remains:
A man of integrity
A restorer of peace
A guardian of the Presidential Amnesty Programme
A leader the Ijaw nation stands fully behind
Any probe targeting him must be based on facts, not fabricated timelines, not political intimidation, not ethnic bias.
We demand that the House re-evaluate its approach immediately or be prepared to face the united voice of the entire Ijaw nation.
