NEW YEAR MESSAGE TO THE FEDERAL GOVERNMENT OF NIGERIA, Independent National Electoral Commission (INEC), THE Office of the National Security Adviser (NSA), AND THE NIGERIAN PUBLIC

ENOUGH IS ENOUGH, ANNOUNCE THE FINAL WARD DELINEATION RESULT NOW

This New Year message is not ceremonial. It is analytical, historical, constitutional and consequential. It is written not in emotion alone but in facts, records, law and memory. It is written because silence has been weaponized against truth and delay has become a tool of injustice.

  1. THE FACTUAL AND ADMINISTRATIVE REALITY

INEC concluded fieldwork in Warri Federal Constituency. Enumeration was done. Communities were physically visited. Demographic spread was documented. These are not assumptions; they are administrative facts. Under electoral best practices and INEC’s own operational guidelines, once field verification is completed, the Commission has a duty, not a discretion to publish the outcome. What is happening therefore is not procedural delay but administrative suppression and collaborative.

  1. THE CONSTITUTIONAL BETRAYAL

The 1999 Constitution (as amended) vests sovereignty in the people, not in institutions. INEC exists as a trustee, not a master. When an electoral body deliberately withholds verified facts, it violates the constitutional principles of:
Fair representation
Equal suffrage
Democratic participation

Elections conducted on distorted wards offend the very spirit of constitutional democracy. A democracy that fears truth has already collapsed internally.

  1. THE LEGAL IMPLICATION

In law, justice delayed is justice denied. Electoral delineation is not a political favor; it is a legal prerequisite for valid elections. Where representation is skewed by fraudulent or outdated structures, the resulting elections are morally defective and legally vulnerable.
No voter registration exercise, no electoral timetable and no preparation for 2027 can claim legitimacy while the foundational injustice remains unresolved. Law does not permit outcomes built on suppressed facts.

  1. THE HISTORICAL RECORD, AGAINST REVISIONISM

History is stubborn. Colonial records, intelligence reports and early administrative documents consistently establish that Warri and its environs were Ijaw-dominated territories long before later settlements. It is a matter of historical record that Prince Ginuwa arrived as a banished prince, assisted and accommodated by Ijaw communities.
This is not folklore. Colonial-era writings repeatedly confirm that assistance, not conquest, defined that relationship. The logic is simple and universal: A tenant cannot metamorphose into a landlord by propaganda.

  1. COLONIAL ADMINISTRATIVE LOGIC

British colonial administration relied heavily on population spread, settlement continuity and indigenous occupation when determining districts, wards and native authorities. Colonial officers were clear that political authority followed demographic reality, not elite narratives.
If colonial administrators, operating without modern technology could identify demographic truths, it is intellectually dishonest to claim that INEC, with satellites, maps and data, cannot do the same today.

  1. THE DEMOGRAPHIC TRUTH

Population is not an opinion. It is measurable reality. The Ijaw population in Warri Federal Constituency is extensive, widespread and continuous. This is precisely why the final delineation result is uncomfortable to certain interests.
INEC knows this. The numbers are known. The communities are visible. What remains is the publication of the truth.

  1. THE POLITICAL CONSEQUENCE OF SILENCE

By refusing to announce the final delineation result, INEC is not preserving peace; it is postponing accountability. History teaches that suppressed justice does not disappear, it returns with consequences.
The Nigerian state must understand this clearly: 2023 was a lesson, not a template. It will not repeat itself. The people have evolved politically, legally and historically. Silence will no longer be mistaken for consent.

  1. OUR CLEAR AND FINAL POSITION

Until the final ward delineation result is announced:
No voter registration exercise has legitimacy
No electoral activity can claim moral authority
No 2027 preparation can command public trust

This is not a threat. It is a constitutional and civic conclusion.

  1. A DIRECT MESSAGE TO THE FEDERAL GOVERNMENT AND NSA

Neutrality in the face of institutional injustice is not neutrality; it is complicity. The NSA and the Federal Government cannot claim ignorance. The facts are public. The delay is visible. Responsibility now shifts upward.

  1. OUR NEW YEAR DEMAND

As the nation speaks of renewal, reform and stability, we demand one lawful act to anchor the new year in truth:
ANNOUNCE THE FINAL WARD DELINEATION RESULT NOW.
Not after political negotiations.
Not after elite consultations.
Now.

This New Year must mark the end of demographic fraud and the rebirth of constitutional honesty. History is watching. Law is clear. The people are ready.
Truth delayed is peace endangered.
Truth released is justice restored.
