OPEN LETTER
BY CONCERNED STAKEHOLDERS OF WARRI FEDERAL CONSTITUENCY
DATE: 9/2/2026

THE ENDLESS DELAY IS BETRAYAL, INEC’S SILENCE IS AN ASSAULT ON HISTORY, THE CONSTITUTION AND DEMOCRACY

To the Chairman and Commissioners of the Independent National Electoral Commission and to the Federal Government of Nigeria,

This letter is written in anger with clarity and without apology. The prolonged refusal to announce the final ward delineation result for Warri Federal Constituency is no longer an administrative lapse, it is a betrayal. It is an act of institutional cowardice dressed up as procedure. It is a deliberate subversion of the Constitution, history and the will of the people.

Let us be blunt, the work is finished. Field verification was conducted. Communities were visited. Boundaries were traced. Populations were counted. Facts were recorded. Reports were compiled. There is nothing left to review. What remains is the courage to tell the truth. Your silence is not neutrality, it is collaboration.

Historically, Warri’s realities are not mysterious. Long before modern elections, long before colonial courts, long before administrative convenience, the area’s indigenous settlements, waterways and population patterns were documented by early traders and administrators. Those records, imperfect as they were, align with what your officers saw on the ground. History is not confused. Only institutions pretending not to see are confused.

Constitutionally, electoral delineation is not a favor to be granted at the comfort of pressure groups. It is a duty. Once facts are established and processes completed, delay becomes illegality. Suppressing an outcome because it unsettles entrenched falsehoods is an abuse of office. You cannot preach equality of votes while sustaining illegal ward structures. You cannot claim independence while bowing to whispers behind closed doors.

Legally, institutions act, they do not hide. A completed process that is deliberately withheld is evidence of bad faith. Each additional day of silence deepens injustice, fuels distrust and signals that truth can be postponed indefinitely if it inconveniences the powerful.

Demographically and geographically, reality does not bend to rhetoric. People live where they live. Communities exist where they exist. Boundaries follow terrain, not propaganda. What was seen in the field cannot be erased by silence.

We reject every attempt to insult our intelligence with ongoing consultations, internal reviews or technical considerations. These are masks. The truth is simple and ugly, INEC is sitting on a finished constitutional duty. That choice is provoking tension and emboldening those who thrive on distortion.

To the National Security Adviser, prolonged injustice is a security risk. Elders restrain youths, institutions must restrain themselves from injustice. Stability is preserved by timely justice, not endless delay.

Let the record be clear, if trust collapses, it will not be because people demanded justice, it will be because institutions denied it. History will name this delay for what it is, a betrayal.

We will not accept it.

DEMANDS

  1. Immediate publication of the final ward delineation result for Warri Federal Constituency.
  2. No alteration, no bargaining, no ethnic appeasement, publish the result exactly as concluded.
  3. A public explanation for the months-long delay, including who authorized it and on what lawful basis.
  4. A firm timeline committing INEC to end this obstruction and restore public trust.

Anything short of these demands is a declaration that INEC has chosen sides against justice.
