Stating that these are the fundamental areas of the Amnesty Programme.<\/p>\n\n\n\n<p>The meeting which was regarded by participants as a crucial, important and timely step taken by the Administrator, was Themed: Fostering, Consolidating And Collaborating For The Peace, Security, Stability And Development Of The Niger Delta. And had in attendance several Generals, Camp Leaders and Prominent Stakeholders. Who were given room to present their Grievances, Concerns and Displeasures regarding the Programme in the past years, and their expectations from him.<\/p>\n\n\n\n<p>In his opening speech, the Special Adviser, Dr. Otuaro thanked the phase 1 Generals for their patience with the programme in the areas of education and vocational training. Noting that he can only succeed in the office if they give him all the needed support, in order to enable him redesign the programme to further enhance human capital development, and to create opportunities for our women to sustain and improve their small scale businesses in their various communities.<\/p>\n\n\n\n<p>Consequently, he emphasized that he has given greenlight to those studying abroad to be remobilized for their studies after thorough documentation. Adding that there are currently several genuine complaints ranging from, delegates names being shortchanged, delegates being trained and not empowered, while others not been trained at all.<\/p>\n\n\n\n<p>On the part of Education, the Administrator also opined that the university programme which is a sacrosanct aspect of the PAP was rather stopped too abruptly. Which he said has left most delegates with no hope of going to school, and others not completing their studies.<\/p>\n\n\n\n<p>He further noted that as key stakeholders in the Niger Delta, there is need for them to hold these kinds of meetings, to enable them reason together, on how to capture more Niger Deltans in the programme.<\/p>\n\n\n\n<p>Conclusively, Dr. Otuaro once again reiterated his statutory obligation, responsibility and duty as Administrator of the programme, which is to protect the interest of all delegates, and not for him to acquire more wealth for himself. Stating that he is already a successful man by the special grace of God.<\/p>\n\n\n\n<p>Notable amongst the Ex-Agitators and Stakeholders present at the meeting was; Gen. Pastor Wilson Reuben, Gen.
