OPEN LETTER TO THE INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC)
\u200eRE: FORMAL WARNING AGAINST CONDUCTING CONTINUOUS VOTER REGISTRATION IN WARRI FEDERAL CONSTITUENCY WITHOUT FULL IMPLEMENTATION OF WARD DELINEATION EXERCISE

\u200eWe write to you on behalf of the Warri Conscious Group, a coalition of civic-minded citizens and stakeholders committed to the principles of equity, constitutionality, and credible electoral processes within Warri Federal Constituency. This letter serves as an official warning and a call to reason regarding INEC\u2019s planned Continuous Voter Registration (CVR) scheduled to commence nationwide beginning August 18, 2025 (Online) and August 25, 2025 (In-Person).
\u200eLet it be clearly stated and understood: INEC has no legal or moral right to commence voter registration in Warri Federal Constituency until the full implementation of the Ward Delineation Exercise mandated by the Supreme Court of Nigeria.
\u200e
\u200eSUPREME COURT JUDGMENT IS FINAL AND BINDING
\u200eThe judgment of the Supreme Court in the case of Hon. George Timinimi & Others v. INEC (SC.413\/2016) is clear and unambiguous. The Court mandated INEC to carry out a fresh, lawful, and constitutionally compliant ward delineation in Warri North, Warri South, and Warri South-West Local Government Areas, which constitute the Warri Federal Constituency.
\u200eThe Court recognized the longstanding injustice and disproportionate representation caused by INEC’s refusal or failure to update the ward structures in Warri since the creation of Delta State. The existing ward configuration does not reflect the population realities, demographic changes, or administrative fairness expected in a democratic system.
\u200eBy law and constitutional authority, the Supreme Court\u2019s judgment is binding and must be obeyed. It is neither advisory nor subject to INEC\u2019s discretion. Proceeding with CVR in Warri Federal Constituency without first implementing this order would amount to willful disobedience of a valid court judgment and will be treated as such.
\u200e
\u200eELECTORAL ACTIVITIES IN WARRI FEDERAL CONSTITUENCY WITHOUT WARD DELINEATION ARE ILLEGAL
\u200eWe reiterate that any electoral activity, including voter registration, conducted without the full implementation of ward delineation in Warri Federal Constituency is:
\u200e1. Illegal and unconstitutional;<\/p>\n\n\n\n

\u200e2. A contempt of the Supreme Court judgment in SC.413\/2016;
\u200e3. An act of institutional bias and political marginalization;
\u200e4. A recipe for electoral crisis, disenfranchisement, and litigation.
\u200eINEC must not create conditions that violate the fundamental rights of the people of Warri to fair representation, as guaranteed under the Nigerian Constitution.
\u200e
\u200eOUR DEMAND: DO NOT COMMENCE CVR IN WARRI FEDERAL CONSTITUENCY
\u200eWe hereby demand and warn as follows:
\u200e1. INEC must immediately suspend any plans to commence the Continuous Voter Registration in Warri Federal Constituency until the Ward Delineation Exercise is concluded, published, and implemented in full compliance with the law.
\u200e2. NEC must release the Final Fieldwork Report of the delineation exercise for public scrutiny and validation.
\u200e3. INEC must publicly commit to upholding the rule of law and the integrity of electoral administration in Warri Federal Constituency.
\u200e
\u200eFailure to comply with these lawful and reasonable demands will be interpreted as a deliberate act of impunity, discrimination, and disregard for judicial authority. The Warri Conscious Group, in collaboration with civil society and legal advocates, will not hesitate to initiate legal action, mobilize peaceful civil resistance, and petition international observers and democratic institutions to prevent unlawful electoral practices in our constituency.

\u200eCONCLUSION
\u200eINEC must rise above bureaucratic inertia and political pressure to fulfill its constitutional responsibilities with integrity. The future of Nigeria\u2019s democracy depends on the credibility of its electoral processes and the impartiality of its institutions.
\u200eWe urge you to act wisely and in good faith. Let it not be said that INEC, under your leadership, chose defiance over the law, and disenfranchisement over justice.
\u200eThis is our final warning: Do not conduct Continuous Voter Registration in Warri Federal Constituency until the lawful Ward Delineation is fully implemented.
