OPEN REBUTTAL TO ITSEKIRI NATION\u2019S FALSE PETITION<\/p>\n\n\n\n

RE: WARRI FEDERAL CONSTITUENCY, ITSEKIRI PROPAGANDA CANNOT OVERRIDE THE SUPREME COURT. INEC MUST ANNOUNCE THE FINAL DELINEATION RESULT NOW<\/p>\n\n\n\n

  1. Introduction: Itsekiri Desperation, Not Justice<\/li>\n<\/ol>\n\n\n\n

    We have read with disgust the Itsekiri Nation\u2019s press briefing of September 1, 2025, in which they called for the prosecution of INEC officials who conducted the Supreme Court\u2013ordered delineation exercise in Warri Federal Constituency. Their demand is baseless, mischievous and contemptuous of the Supreme Court itself.<\/p>\n\n\n\n

    This so-called \u201cpetition\u201d is not a cry for justice, it is an outburst of fear. The Itsekiri elite are terrified because for the first time since colonial manipulation, the truth of Warri\u2019s demographics and history has been laid bare. INEC must not be intimidated. Rather, INEC must be commended for a perfect and professional exercise carried out in strict obedience to the Constitution and the Supreme Court.<\/p>\n\n\n\n

      \n
    1. The Itsekiri Fear Is Clear<\/li>\n<\/ol>\n\n\n\n

      The Itsekiri panic is glaring because the delineation exercise has stripped them naked before history, law and truth.<\/p>\n\n\n\n

      Fear of Exposure: For decades, their dominance was built on colonial favoritism and manipulation. British officials expanded the Olu\u2019s authority far beyond Itsekiri boundaries. The fieldwork by INEC has now exposed the reality: the Itsekiri are a minority, both in landmass and population.<\/p>\n\n\n\n

      Fear of Demographics: Every credible record, the 2006 Census, INEC\u2019s 2011\u20132023 voters\u2019 registers and even colonial intelligence reports confirms that Ijaw and Urhobo outnumber the Itsekiri across Warri South, South-West and North. INEC\u2019s delineation simply reflected this fact.<\/p>\n\n\n\n

      Fear of History\u2019s Truth: From 1485 (Pacheco Pereira\u2019s account) to the 1932 and 1938 Warri Intelligence Reports, the evidence is consistent: Ijaw and Urhobo are the ancestral owners and numerical majority of Warri. The infamous 1952 Olu title fraud, where the title was deceitfully changed from Olu of Itsekiri to Olu of Warri, has now been exposed for what it was.<\/p>\n\n\n\n

      Fear of Losing Apartheid Wards: The old structure, 6 wards for Itsekiri, 4 for Ijaw, 0 for Urhobo was not democracy, it was apartheid. By correcting it, INEC has ended their unjust dominance.<\/p>\n\n\n\n

      Their so-called petition is nothing but a confession of defeat: the truth has caught up with them.<\/p>\n\n\n\n

        \n
      1. The Supreme Court Has Spoken<\/li>\n<\/ol>\n\n\n\n

        The delineation exercise was not INEC\u2019s invention, it was done under the binding authority of the Supreme Court.<\/p>\n\n\n\n

        Section 287(1) of the 1999 Constitution (as amended):<\/p>\n\n\n\n

        “The decisions of the Supreme Court shall be enforced in any part of the Federation by all authorities and persons, and by courts with subordinate jurisdiction to that of the Supreme Court.\u201d<\/p>\n\n\n\n

        By obeying this judgment, INEC has acted constitutionally. For Itsekiri leaders to now demand prosecution of INEC officials is to demand contempt of the Supreme Court. That is unconstitutional, reckless and unacceptable.<\/p>\n\n\n\n

          \n
        1. Historical Declarations Against Itsekiri Lies<\/li>\n<\/ol>\n\n\n\n

          The Itsekiri claimed INEC created \u201cphantom communities.\u201d This is a lie. History itself proves the legitimacy of Ijaw and Urhobo settlements:<\/p>\n\n\n\n

          1485 \u2013 Duarte Pacheco Pereira: Identified Ijaw settlements in Escravos and Warri.<\/p>\n\n\n\n

          1716 \u2013 Dutch Records: Documented Ijaw naval control.<\/p>\n\n\n\n

          1928 Warri Township Report (CSO 26\/Vol.6\/08549): Confirmed Ogbe-Ijoh as the original owners of Warri Township lands.<\/p>\n\n\n\n

          1932 Warri Intelligence Report (CSO 26\/08549): Warned against Itsekiri false claims to Ijaw\/Urhobo lands.<\/p>\n\n\n\n

          1952 \u2013 Olu Title Fraud: Fraudulently elevated the Itsekiri monarch\u2019s title to Olu of Warri.<\/p>\n\n\n\n

          The real \u201cphantoms\u201d are the Itsekiri claims to Warri ownership, concocted, fraudulent and rejected by history.<\/p>\n\n\n\n

            \n
          1. The Constitutional Mandate for Delimitation<\/li>\n<\/ol>\n\n\n\n

            INEC acted strictly within the law:<\/p>\n\n\n\n

            Sections 112\u2013115, 1999 Constitution: Ward delineation must reflect population, contiguity and community of interest.<\/p>\n\n\n\n

            Section 14(2)(b): \u201cThe security and welfare of the people shall be the primary purpose of government.\u201d INEC\u2019s delineation corrected decades of injustice that endangered peace.<\/p>\n\n\n\n

            Section 42(1): Prohibits discrimination. The old ward structure was discriminatory.<\/p>\n\n\n\n

            Electoral Act 2022, Section 40(2): Mandates INEC to create polling units and allocate voters accordingly.<\/p>\n\n\n\n

            By fulfilling these, INEC did a thorough and constitutional job.<\/p>\n\n\n\n

              \n
            1. Judicial Precedents on Delineation<\/li>\n<\/ol>\n\n\n\n

              INEC has obeyed Supreme Court-ordered delineations before:<\/p>\n\n\n\n

              Ebonyi (2007 \u2013 INEC v. Musa Anagha Nwaigwe).<\/p>\n\n\n\n

              Kano (2013 \u2013 INEC v. Musa).<\/p>\n\n\n\n

              Anambra (2015 \u2013 Hon. Uche Ekwunife v. INEC).<\/p>\n\n\n\n

              Kaduna (2019 \u2013 INEC v. Dangana).<\/p>\n\n\n\n

              Why then should Warri be treated differently? Selective obedience is unconstitutional and bias is unacceptable.<\/p>\n\n\n\n

              1. Our Irreversible Stand<\/li>\n<\/ol>\n\n\n\n

                We declare without fear:<\/p>\n\n\n\n

                No Final Ward Delineation, No Continuous Voter Registration (CVR).<\/p>\n\n\n\n

                Warri will not return to the fraudulent apartheid arrangement that gave the Itsekiri undeserved dominance. That era is over.<\/p>\n\n\n\n

                1. Conclusion: Act Now<\/li>\n<\/ol>\n\n\n\n

                  The Federal Government must:<\/p>\n\n\n\n

                    \n
                  1. Direct INEC to announce the final delineation result immediately.<\/li>\n\n\n\n
                  2. Ignore Itsekiri propaganda designed to frustrate justice.<\/li>\n\n\n\n
                  3. Commend INEC for a professional, transparent and constitutional job.<\/li>\n<\/ol>\n\n\n\n

                    Enough of lies. Enough of intimidation. Enough of tactical delay.<\/p>\n\n\n\n

                    The Constitution is clear. The Supreme Court has spoken. INEC has acted. The Federal Government must now enforce truth.<\/p>\n\n\n\n

                    Publish the final ward delineation result for Warri Federal Constituency NOW.<\/p>\n\n\n\n
