INEC\u2019s continued refusal to publish the Final Ward Delineation Result for Warri Federal Constituency, despite completing the fieldwork and despite the Supreme Court\u2019s clear judgment, is no longer administrative delay. It is now contempt of the highest court of the land, an assault on democracy and a mockery of the Constitution that gives INEC its very existence.<\/p>\n\n\n\n<p>The 1999 Constitution (as amended) is unambiguous:<\/p>\n\n\n\n<p>Section 1(1): \u201cThis Constitution is supreme and its provisions shall have binding force on all authorities and persons throughout the Federal Republic of Nigeria.\u201d<\/p>\n\n\n\n<p>Section 287(1): \u201cThe decisions of the Supreme Court shall be enforced in any part of the Federation by all authorities and persons.\u201d<\/p>\n\n\n\n<p>Sections 71\u201376 and 112\u2013116: Mandate INEC to \u201cdivide each State of the Federation into constituencies in accordance with population,\u201d and to review these divisions periodically to reflect demographic realities.<\/p>\n\n\n\n<p>Your refusal to act in obedience to these sections is not neutrality, it is dereliction of constitutional duty and a willful insult to judicial supremacy. INEC cannot hide behind silence when the law commands speech. It cannot hide behind delay when the Constitution demands action.<\/p>\n\n\n\n<p>THE TRUTH IS ALREADY EXPOSED<\/p>\n\n\n\n<p>The population truth of Warri Federal Constituency is beyond argument.<br \/>The Ijaw and Urhobo peoples form the overwhelming demographic majority, in landmass, population density, settlement spread and polling units.<br \/>Historical census records, from the colonial Warri Province reports (1927, 1936, 1951) to post-independence electoral mapping, confirm that the Itsekiri are a minority enclave, not the territorial majority they claim to be.<\/p>\n\n\n\n<p>The 1950s political manipulations under the old Western Region created the unjust wards arrangement, a structure that falsely inflated minority influence and submerged the rightful majority representation. That imbalance is what the Supreme Court judgment in Hon. George Timinimi &amp; Ors v. INEC (SC\/CV\/1033\/2022) corrected, directing INEC to carry out the long-overdue delineation and announce the final lawful structure.<\/p>\n\n\n\n<p>INEC carried out the fieldwork.<br \/>INEC knows the data.<br \/>INEC compiled the report.<br \/>INEC knows the truth.<\/p>\n\n\n\n<p>So why is INEC hiding the result?<br \/>Why protect wards that have already been struck down by law?<br \/>Why shield a tiny minority whose dominance exists only in colonial residue and political favoritism?<\/p>\n\n\n\n<p>This is not just administrative cowardice; it is collaboration with injustice. It is an unholy alliance between institutional silence and historical fraud. The Constitution forbids it; democracy condemns it; and conscience will judge it.<\/p>\n\n\n\n<p>STOP MOCKING THE CONSTITUTION<\/p>\n\n\n\n<p>INEC was created to protect the vote, not to protect lies.<br \/>It was empowered to defend democracy, not to defend ethnic dominance.<br \/>It was established to serve the people, not to service the privileged few.<\/p>\n\n\n\n<p>Democracy, by definition, means the rule of the majority under the protection of law. What we are witnessing is the reverse, the rule of the minority sustained by state complicity.<br \/>This is not democracy; this is electoral apartheid, hidden beneath bureaucratic grammar.<\/p>\n\n\n\n<p>THE LAW IS SUPREME, NOT INEC\u2019S SILENCE<\/p>\n\n\n\n<p>No agency is above the Constitution.<br \/>No chairman is higher than the Supreme Court.<br \/>No commission can rewrite demographic reality.<\/p>\n\n\n\n<p>The Supreme Court has spoken.<br \/>The Constitution has spoken.<br \/>Now INEC must speak or stand exposed as an accomplice of ethnic fraud.<\/p>\n\n\n\n<p>The Nigerian people are watching.<br \/>The Niger Delta is awake.<br \/>The world is recording.<\/p>\n\n\n\n<p>We are peace-loving but our silence has ended. There will be no Continuous Voter Registration (CVR) in Warri Federal Constituency under illegal and struck-out wards. There will be no election under injustice. There will be no peace built on lies.<\/p>\n\n\n\n<p>A CALL TO THE FEDERAL GOVERNMENT AND NSA<\/p>\n\n\n\n<p>Your Excellency, as the custodian of internal peace and security, you must understand that when institutions defy the law, citizens lose faith in the State. INEC\u2019s defiance is already breeding tension and distrust. The only cure is immediate compliance.<\/p>\n\n\n\n<p>We therefore call on the Federal Government, through the National Security Adviser and the Attorney-General of the Federation, to compel INEC to announce the final delineation result now, not next month, not next meeting, not next press conference, NOW.<\/p>\n\n\n\n<p>Peace cannot survive on deceit.<br \/>Democracy cannot breathe in contempt.<br \/>Justice cannot wait forever.<\/p>\n\n\n\n<p>We are the majority, we are the truth and we are the lawful owners of our representation.<br \/>INEC must obey the Supreme Court, obey the Constitution and obey the conscience of the nation.<\/p>\n\n\n\n<p>Signed:<\/p>\n\n\n\n<p>Chief Tiemopere Joshua<br \/>(President)<\/p>\n\n\n\n<p>Chief Ebikeke T.
