Patience has a limit. INEC’s refusal to announce the final ward delineation result for Warri Federal Constituency has pushed us to the wall.

Let us be clear: this is not confusion, it is not mistake, it is not logistics. This is a deliberate, calculated delay.

The Supreme Court of Nigeria, in the case of Hon. George Timinimi & Ors v. INEC (SC/CV/1033/2022), ordered INEC to carry out a proper delineation of Warri Federal Constituency in line with population, communities and constitutional standards. INEC went to the field, did the work, met the people, measured the land, took the coordinates, and completed the assignment. Fieldwork is finished. Facts are established. Data is in their hands.

Yet the result is being hidden.

The 1999 Constitution (as amended) is not silent on this:

Section 1(1) declares the Constitution supreme and binding on all authorities and persons in Nigeria.

Sections 71–76 and 112–116 give INEC a duty, not a choice, to divide and review constituencies based on population and representation.

Section 287(1) commands that the decisions of the Supreme Court “shall be enforced… by all authorities and persons.”

INEC is not above any of these provisions. When an institution refuses to obey the Constitution and the Supreme Court, it is not being neutral; it is mocking the law and daring the people.

The truth in Warri is simple and older than any present manipulation:

The land belongs to us, the indigenous Ijaw and Urhobo kingdoms alongside Itsekiri, not to one tribe pretending to own everything.

We have the population, historically, demographically and electorally.

We won in court on merit, not by gun, not by propaganda but by law.

INEC has finished their fieldwork and confirmed what we have always known.

So we ask openly and Nigerians deserve to hear the answers:

Why then the delay?
Who is INEC protecting?
And why is a Federal Commission playing ethnic bodyguard instead of constitutional umpire?

For decades, Warri was trapped inside an unjust ward structure that allowed a numerical minority to control representation over the majority. That injustice has been corrected in law. The era when a small group could rule over the majority with census fraud, ward fraud and historical lies is over.

We have history on our side. From early European records to colonial reports, the world did not discover Warri through any single tribe. Portuguese and British accounts spoke of Ijaw and Urhobo settlements along the creeks and rivers centuries ago, long before political arrangements tried to squeeze everyone under one minority crown. Colonial intelligence reports and Warri Province documents repeatedly showed multiple native communities, not one overlord. The courts, over many decades, have confirmed that land ownership and authority in Warri are plural and complex, not unitary and not owned by any “master tribe.”

Now, after all that history, after all those cases, after all the sacrifices, INEC wants to freeze justice at the finish line? That is not just delay; it is an insult.

To the Federal Government and the National Security Adviser, understand what is happening:

When a people win in court and an agency of government quietly refuses to implement the outcome, it is not mere bureaucracy, it is provocation. It tells the people, “Your votes don’t matter, your population doesn’t matter, even your Supreme Court victory doesn’t matter.” That is how anger grows. That is how trust dies. That is how a peaceful region is slowly poisoned.

We are saying this openly so history will not say we kept quiet:

We will not accept CVR (Continuous Voter Registration) under an illegal, already defeated ward structure.
We will not legitimize injustice by pretending nothing is wrong.
We will not fold our hands while an ethnic collaboration uses INEC to delay our rights.

Warri Federal Constituency is not a playground for ethnic games. INEC is supposed to serve Nigeria and the Constitution, not “serve and service” any ethnic group hiding behind petitions and propaganda. Any Commission that picks sides against the law is not neutral; it is partisan.

We therefore state, without apology and without fear:

Announce the final delineation result now.
Not tomorrow, not next year, not after another “committee.” Now.

To the Federal Government, to the NSA, to INEC:

If you truly want peace in Warri, start by respecting the people.
If you truly believe in democracy, start by respecting the majority.
If you truly honour the rule of law, start by respecting the Supreme Court.

We are calm but we are not blind. We are patient but we are not weak.
We are peaceful but we are not prepared to be permanent victims.

The land is ours.
The population is ours.
The legal victory is ours.
The fieldwork is done.

The only thing left is for INEC to do its job and announce the result.

Until then, know this: we are watching, the nation is watching, and history is watching.

Signed,

Chief Tiemopere Joshua
(President)

Chief Ebikeke T.
