It is not. What INEC has chosen to practice is not caution, not procedure and not professionalism. It is deliberate silence weaponised against truth. The continued refusal to publish the final ward delineation result, long after fieldwork has been completed and facts established, has become a calculated act of injustice against the people. This silence is not neutral. It is active, dangerous and politically consequential.<\/p>\n\n\n\n<p>INEC already knows the truth. Its officers walked the creeks and towns. They counted communities. They mapped settlements. They recorded populations. They saw with their own eyes what history, geography and demography have always shown. There is no uncertainty left. There is only fear, fear of correcting decades of distortion and fear of offending those who have benefitted from false structures. What we are witnessing is not administrative delay but political cowardice dressed in bureaucratic language.<\/p>\n\n\n\n<p>Let it be said plainly: any electoral process conducted without the final ward delineation result is structurally illegal. You cannot build democracy on a foundation you already know is defective. Voter registration under false wards is fraudulent. Elections conducted on distorted structures are illegitimate. Representation that ignores population and geography is a lie. Democracy does not begin at the polling unit, it begins with justice in structure. Where structure is false, every outcome is false.<\/p>\n\n\n\n<p>By refusing to act, INEC has created an exception zone in Nigerian democracy, a place where constitutional rules apply everywhere except where truth is inconvenient. This is how republics decay. Selective obedience to law is not stability, it is slow institutional collapse. If Warri can be excluded today, another constituency will be excluded tomorrow. Silence sets precedent and precedent becomes policy.<\/p>\n\n\n\n<p>The truth INEC is avoiding is simple and well-documented: demographic reality does not align with the political arrangement currently in place. Majority populations have been compressed into minority representation, while myths have been elevated above people. Democracy does not exist to protect comfort or preserve historical falsehood. It exists to reflect reality. Geography cannot be negotiated. Population cannot be lobbied. Facts do not respond to pressure.<\/p>\n\n\n\n<p>What INEC is doing now amounts to soft institutional violence. No guns are fired but rights are denied. No blood is spilled but dignity is stripped away. Prolonged administrative silence exhausts communities, breeds resentment and teaches citizens that justice is optional. History is full of examples where states collapsed not because people were violent but because institutions refused to be honest.<\/p>\n\n\n\n<p>This delay has also become a psychological assault. Uncertainty is being used to wear people down, to normalize injustice and to train communities to accept exclusion as fate. Colonial administrations perfected this tactic. Nigeria must not inherit colonial psychology as modern governance. A state that governs by exhaustion is a state preparing the ground for instability.<\/p>\n\n\n\n<p>The Federal Government cannot pretend ignorance. The NSA cannot pretend neutrality. INEC cannot hide behind procedure. Everyone involved knows that truth is being withheld, not discovered. Silence at this point is collaboration.<\/p>\n\n\n\n<p>We therefore state, without apology or hesitation, that the final ward delineation result for Warri Federal Constituency must be published immediately and without alteration. All electoral activities premised on the old, distorted structure lack legitimacy and must not proceed. The Federal Government must direct INEC to obey constitutional duty rather than political pressure. The NSA must recognise that suppressing justice is not a security strategy but a threat to national peace.<\/p>\n\n\n\n<p>History does not forgive institutions that knew the truth and chose silence.
