This is not administrative delay. This is institutional defiance disguised as logistics.<\/p>\n\n\n\n<p>You speak of strengthening transparency in 2027. Transparency begins with obeying a judgment. Transparency begins with publishing a lawful ward delineation. Transparency begins with not holding an entire federal constituency hostage while rehearsing democracy on national television.<\/p>\n\n\n\n<p>The Supreme Court\u2019s authority is not advisory. Section 287(1) of the 1999 Constitution (as amended) is unambiguous: decisions of the Supreme Court shall be enforced by all authorities and persons in Nigeria. \u201cShall\u201d is not decorative English. It is a command. When you completed the delineation fieldwork in Warri Federal Constituency pursuant to judicial directives and then withheld the final result, you stepped outside constitutional obedience.<\/p>\n\n\n\n<p>No constitutional democracy conducts elections on a disputed and judicially corrected foundation. Section 14(1) of the Constitution states that sovereignty belongs to the people of Nigeria from whom government derives its authority. That sovereignty is expressed through representation. Representation is structured through wards. Wards are determined through lawful delineation. Where delineation is incomplete or suppressed, representation becomes fraudulent.<\/p>\n\n\n\n<p>Every electoral activity conducted in Warri Federal Constituency without the publication of the final delineation result stands on a defective constitutional base. A defective base cannot produce a valid democratic outcome.<\/p>\n\n\n\n<p>You cannot test servers while ignoring the Constitution. You cannot test transmission software while withholding territorial truth. You cannot schedule Presidential and National Assembly elections for January 16, 2027, and Governorship elections for February 6, 2027, while one federal constituency remains trapped in administrative darkness.<\/p>\n\n\n\n<p>History has warned this nation before about the dangers of manipulated boundaries. Colonial administrative records consistently show that boundary adjustments and ward configurations were sources of tension when carried out without transparency. Even colonial district intelligence memoranda repeatedly emphasized that demographic realities must guide representation to avoid communal unrest. If the colonial administration understood that suppressing boundary truth breeds instability, how much more should a constitutional republic know better?<\/p>\n\n\n\n<p>The hidden truth is this, the refusal to publish the final delineation result is not technical. It is political pressure management. It is the fear of demographic exposure. It is the anxiety of entrenched distortion collapsing under verified data. It is the discomfort of those who benefited from imbalance realizing that numbers cannot be negotiated once published.<\/p>\n\n\n\n<p>We are tired of euphemisms.<\/p>\n\n\n\n<p>When you say \u201cmock presidential exercise,\u201d we hear distraction.<br \/>When you say \u201ctransmission tests,\u201d we see diversion.<br \/>When you say \u201cbest election yet,\u201d we ask: on what legal foundation?<\/p>\n\n\n\n<p>No election can be the best when its foundation is compromised in even one constituency. The integrity of a chain is measured by its weakest link. Warri Federal Constituency is that exposed link.<\/p>\n\n\n\n<p>The doctrine of rule of law is not regional. It is not optional. It is not subject to ethnic lobbying. It is binding. When the Supreme Court settles a matter touching on delineation and representation, compliance must be immediate, transparent and complete. Anything less is administrative insubordination cloaked in procedure.<\/p>\n\n\n\n<p>You cannot hold citizens to electoral compliance while you withhold institutional compliance. That is constitutional hypocrisy.<\/p>\n\n\n\n<p>We therefore state without ambiguity: until the final ward delineation result for Warri Federal Constituency is published, every preparatory electoral activity in that constituency lacks moral legitimacy and constitutional credibility. Mock polls will not cure suppressed justice. Transmission upgrades will not sanitize withheld truth.<\/p>\n\n\n\n<p>Democracy is not a rehearsal. It is a responsibility.<\/p>\n\n\n\n<p>The longer this delay continues, the more it appears as deliberate obstruction. The longer it persists, the more it fuels distrust. The longer it drags, the more it stains your claim of neutrality.<\/p>\n\n\n\n<p>We demand, not plead, that the final delineation result be announced immediately. Publish it in full. Release the data. Allow scrutiny. Let the law breathe.<\/p>\n\n\n\n<p>The Constitution is watching. The people are watching. History is recording.<\/p>\n\n\n\n<p>Obey the Supreme Court. Publish the delineation.
