On behalf of myself, the Niger Delta Advocates for Peace, Development and Economic Justice (NDAPDEJ), and the many Niger Deltans who continue to believe in the power of peace, education, human-capital development and economic empowerment, I warmly felicitate congratulates the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, on the occasion of his birth anniversary.
Today provides an opportunity not merely to celebrate a birthday, but also to reflect on the evolution of the Presidential Amnesty Programme since Dr. Otuaro assumed office in March 2024.
When President Bola Ahmed Tinubu appointed Dr. Otuaro as Administrator of PAP, the Presidency expressly stated that he was expected to bring his experience and expertise to revamp the Amnesty Programme and advance the realisation of its founding purpose and vision.
In my view, the developments recorded under his stewardship demonstrate a deliberate attempt to move PAP beyond a narrow conception of monthly stipends towards a broader framework centred on education, vocational development, human-capital formation, economic empowerment, reintegration and sustainable peace.
FROM STIPEND MANAGEMENT TO HUMAN-CAPITAL DEVELOPMENT
One of the most significant features of the Otuaro administration has been its emphasis on education as an instrument of long-term peace and economic transformation.
This is important because education provides something that temporary intervention alone cannot provide: the knowledge, professional competence and human capital required to enable young Niger Deltans to compete in an increasingly sophisticated national and global economy.
This education-centred philosophy deserves serious attention because the future of the Niger Delta cannot be secured permanently through the management of grievances alone. The region must produce educated professionals, entrepreneurs, technologists, engineers, pilots, maritime experts and other skilled citizens capable of driving its economic future.
A BIRTHDAY MESSAGE TO DR. OTUARO
On this special occasion, I therefore congratulate Dr. Dennis Brutu Otuaro and wish him many more years of good health, wisdom and service to humanity.
His tenure has generated significant discussion about what the Presidential Amnesty Programme can become when education, human-capital development, vocational training, inclusion and peace-building are placed at the centre of its operations.
For me, the most important legacy any PAP administration can pursue is one in which beneficiaries do not merely receive assistance but acquire the education, skills, opportunities and confidence necessary to become employers, professionals, entrepreneurs and contributors to the Nigerian economy.
That is the kind of transformation that can outlive any individual administration.
As Dr. Dennis Brutu Otuaro marks another year today, I celebrate his commitment to the Presidential Amnesty Programme and to the people of the Niger Delta, and I encourage him to continue pursuing policies that strengthen education, economic empowerment, peaceful coexistence, inclusion and sustainable development across the region.
Happy Birthday, Dr. Dennis Brutu Otuaro.
May your new age bring you greater wisdom, strength and opportunity to continue contributing to the peace, development and prosperity of the Niger Delta and Nigeria.
Signed,
Comrade Freeborn Ebimaye Abraye
