The Niger Delta Advocates For Peace, Development And Economic Justice (NDAPDEJ) has strongly condemned the reckless, selfish, and politically motivated campaign of blackmail being orchestrated by Jude Gbaboyor, Cletus Kwalekeme, Yemi Otuedon and other blackmailers against the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Brutu Otuaro, describing the attacks as the desperate frustrations of individuals who can no longer manipulate the system for personal gain.

Speaking on behalf of the organization, the National Coordinator of NDAPDEJ, Comrade Freeborn Abraye, declared that no amount of propaganda, sabotage, ethnic manipulation, or sponsored media attacks can diminish the unprecedented achievements Dr. Otuaro has recorded since assuming office as PAP Administrator.

According to Abraye, Dr. Otuaro has not only revived the Amnesty Programme but has completely repositioned it into a people-oriented, purpose-driven, and development-focused institution that now genuinely serves the interests of the ordinary Niger Delta people.

“The enemies of progress are uncomfortable because Dr. Dennis Otuaro has refused to run the Amnesty Programme like a private estate for a few greedy individuals. He has returned the programme to the people, and that is why those who benefited from corruption, exclusion, and exploitation are now crying and attacking him,” Abraye stated.

The group noted that before Dr. Otuaro’s emergence, many genuine beneficiaries across the Niger Delta felt abandoned, neglected, and disconnected from the core objectives of the Amnesty Programme. However, within a short period, Otuaro has restored hope, confidence, and direction through policies centered on education, empowerment, vocational development, and beneficiaries’ welfare.

NDAPDEJ described Otuaro as “the answered prayer of the Niger Delta people,” stressing that his administration has brought back the original vision and blueprint upon which the Presidential Amnesty Programme was founded.

“For the first time in many years, the Amnesty Programme now has a human face. Delegates are being treated with dignity. Beneficiaries are receiving their stipends promptly. Young people are being trained in vocational skills. Students are being sent to universities both within and outside Nigeria. This is leadership with vision, compassion, and sincerity,” Abraye added.

The organization further hailed Dr. Otuaro for promoting inclusiveness and fairness across ethnic lines.

According to NDAPDEJ, numerous Itsekiri students who were once neglected by past Administrators are currently benefiting from educational scholarships in Nigerian universities, while several others have been sponsored for Master’s degree programmes abroad under Otuaro’s administration.
The group as such, condemns sons and daughters of Itsekiri ethnic group leveling false allegations against Dr. Dennis Otuaro. Says the allegations are nothing but false, baseless, frivolous and born out of their greed and selfishness.

“History will remember Dr. Dennis Otuaro as the Administrator who broke barriers, ended exclusion, and ensured that every genuine Niger Deltan, regardless of tribe, had access to opportunities within the Amnesty Programme.“ Abraye said

The group accused Jude Gbaboyor, Cletus Kwalekeme, Yemi Otuedon and other blackmailers, as well as certain political actors and failed profiteers of sponsoring campaigns of calumny because their paymasters are been threatened by Otuaro’s transparent and inclusive leadership style.

“The truth is simple: those fighting Otuaro are angry because the era of selfishness is over. They are angry because delegates now come first. They are angry because transparency has replaced exploitation. They are angry because the programme is finally working,” Abraye said.

NDAPDEJ warned that the people of the Niger Delta will no longer tolerate coordinated attempts to destabilize or discredit leaders who are genuinely committed to regional development and human capital advancement.

The organization emphasized that under Otuaro’s leadership, PAP has become more than just a stipends-paying agency, but a genuine platform for empowerment, peacebuilding, educational advancement, and economic transformation.

“Dr. Dennis Otuaro has shown uncommon courage and leadership capacity. He has proven beyond doubt that the Amnesty Programme can truly uplift lives when managed by a competent and compassionate leader. No amount of blackmail from political jobbers and enemies of progress can stop the good work he is doing,” Abraye asserted.

NDAPDEJ therefore called on all stakeholders, traditional rulers, ex-agitators, youth leaders, community leaders, and beneficiaries across the Niger Delta to rally behind Dr. Otuaro and resist every attempt by detractors to derail the progress currently being witnessed within the Presidential Amnesty Programme.

“The Niger Delta people are watching, and we know those who genuinely mean well for the region and those who only care about their pockets. Dr. Otuaro has earned the trust, respect, and support of the masses through performance, inclusiveness, and results. His enemies will fail woefully because the people are firmly behind him,” Abraye concluded.
