The National Coordinator of the Niger Delta Advocates For Peace, Development and Economic Justice (NDAPDEJ), Comrade Freeborn Abraye, has commended the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Brutu Otuaro, describing his administration as one that has transformed the Programme into a beacon of hope, opportunity, peace and inclusive development for the Niger Delta region.
According to Comrade Abraye, Dr. Otuaro’s visionary, pragmatic and people-oriented leadership has restored confidence in the Presidential Amnesty Programme and has rekindled hope among thousands of Niger Deltans who had long believed that the Programme had drifted away from its original purpose.
“For the first time in many years, the Presidential Amnesty Programme is witnessing purposeful leadership that is delivering tangible results. Dennis Otuaro has demonstrated that leadership is about vision, inclusion, compassion and measurable impact.”
Comrade Abraye stated that one of the greatest achievements of the current administration is its deliberate investment in education and human capital development, describing education as the most powerful weapon for transforming the Niger Delta.
He noted that under Dr. Otuaro’s leadership, educational opportunities have expanded significantly, producing graduates and skilled professionals across diverse disciplines who, in his view, will become future leaders, innovators and ambassadors for the economic advancement of the Niger Delta.
“An administration that invests in education is investing in the future. Every graduate produced through the Presidential Amnesty Programme represents another victory against poverty, unemployment, violence and underdevelopment. Dennis Otuaro is building a generation that will compete globally and champion the development of our region.”
Comrade Abraye further applauded what he described as Dr. Otuaro’s inclusive approach to the implementation of the Programme, arguing that the Amnesty Programme should serve the broader interests of the Niger Delta through community development, capacity building and sustainable empowerment initiatives.
According to him, this inclusive philosophy has strengthened public confidence in the Programme and contributed to sustaining peace, stability and social harmony across the Niger Delta.
“Dennis Otuaro has shown that the Presidential Amnesty Programme must not merely preserve the gains of the past but continually evolve to create opportunities that benefit the wider Niger Delta. His leadership has renewed hope where many had lost confidence.”
The NDAPDEJ National Coordinator maintained that, in his opinion, the Presidential Amnesty Programme under Dr. Otuaro has achieved remarkable progress within a relatively short period and has surpassed the expectations of many stakeholders.
He argued that reforms being implemented by the current administration have elevated the Programme to new heights and positioned it as a stronger instrument for peacebuilding, education, youth empowerment and regional development.
“Every scholarship awarded, every graduate produced and every young person empowered is another victory against poverty, insecurity and hopelessness. Dennis Otuaro is investing in the future of the Niger Delta instead of the politics of division.”
Comrade Abraye also criticised what he described as sustained campaigns of calumny against Dr. Otuaro’s administration by Daniel Perela Ezekiel and others, urging Niger Deltans not to be focused and not be distracted by the false allegations leveled against Dr. Otuaro by Daniel Ezekiel and his likes who are trying to discredit the visible positive reforms and progress Dr. Otuaro has made in the program since his appointment as Administrator.
“Constructive criticism is part of democracy, but campaigns of calumny orchestrated by some unscrupulous individuals aimed at undermining every reform or discrediting every achievement made by Dr. Otuaro do not advance the interests of the Niger Delta. Our people should assess the facts, the reforms and the visible progress made by Dr. Otuaro’s administration rather than be swayed by false allegations and political propaganda.”
He called on all stakeholders, traditional rulers, youth organisations, civil society groups, women leaders and political actors to unite behind policies that promote peace, education, empowerment and sustainable economic development throughout the Niger Delta.
Comrade Abraye concluded by reaffirming NDAPDEJ’s support for initiatives that strengthen the Presidential Amnesty Programme and improve the lives of Niger Delta people.
“History will remember leaders who transformed lives, expanded opportunities and united our people. In our view, Dennis Brutu Otuaro is writing such a legacy through purposeful leadership, inclusive governance and an unwavering commitment to the peace, stability and development of the Niger Delta.”
