Niger Delta Rights Group Extols Amnesty Administrator, Dennis Otuaro On Exemplary Leadership, Transformation Of PAP Programme, Passes Vote Of Confidence On Him -

The Ijaw Youth Leaders of Thought write today with profound gratitude, pride and renewed hope as we openly celebrate the exceptional leadership and transformative impact of Dr. Dennis Burutu Otuaro, the Administrator of the Presidential Amnesty Programme (PAP). At a time when leadership across Nigeria is constantly questioned and trust in public institutions continues to decline, Dr. Otuaro has shown remarkable character, discipline and vision, restoring dignity and direction to an office that had suffered years of mismanagement and stagnation. His approach has revived the confidence of ex-agitators, brought transparency and due process back to the system and rekindled hope among the Niger Delta youth who now see in him a leader who listens, understands and acts with sincerity.

We celebrate Dr. Otuaro not merely for occupying an office but for transforming it. His reforms are visible, his administrative style is inclusive and his actions demonstrate clarity of purpose and a deep commitment to peace and development. Under his leadership, the PAP has regained meaning and stability and the Niger Delta peace structure has been strengthened with renewed trust and improved engagement. Because of these achievements, we, the Ijaw Youth Leaders of Thought, proudly and unequivocally pass a vote of confidence in his leadership. This declaration is not done out of emotion or sentiment; it is a direct response to his proven performance, his calm yet firm Resolve and his dedication to the collective good of our region.

We call upon Mr. President, with all sense of responsibility, to be assured of our full confidence in Dr. Otuaro’s leadership direction. He has shown uncommon capacity, discipline and strategic understanding of the complex realities of the Niger Delta. He has restored order where confusion once existed and has brought integrity to a programme that touches the lives of thousands of young people. His leadership is one we proudly stand behind, and we urge the Presidency to continue giving him the support and backing necessary to complete this transformation he has started.

To the National Security Adviser, we extend our appreciation for the environment of stability that has allowed the PAP to function effectively under Dr. Otuaro’s watch. To the Nigerian public, we affirm that what is happening within the Niger Delta today is not accidental, it is the result of purposeful leadership and a renewed commitment to peace and empowerment. The strides made so far are a testament to what is possible when competence meets sincerity.
