PAP POWER STRUGGLE: Comrade Abraye Accuses Boyloaf, Shoot At Sight Of Fighting Dr. Dennis Otuaro For Dismantling Their Criminal Network In PAP -

The Niger Delta Advocates For Peace, Development And Economic Justice (NDAPDEJ) has observed with serious concern what appears to be a sustained campaign of hostility, blackmail and political attacks against the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, by certain individuals and interests within the Niger Delta political space.

At the centre of this campaign are Victor Ebikabowei Ben, popularly known as Boyloaf, and Bibopre Ajube, popularly known as Shoot At Sight.

We make it abundantly clear that Dr. Dennis Brutu Otuaro’s greatest “offence” in the eyes of these individuals is simply because he refused to allow PAP to remain a playground for vested interests.

Since his appointment, Dr. Otuaro has demonstrated a determination to reorganise the Programme, strengthen accountability and redirect its attention towards the beneficiaries for whom it was established.
And It is precisely this disruption of entrenched interests that, in our view, explains the intensity of the attacks against him.

For years, powerful individuals such as Boyloaf, Shoot At Sight and others have exercised enormous influence over the affairs of the Amnesty Programme, creating networks of patronage and political control around a programme established to promote peace, rehabilitation, education, training and economic empowerment in the Niger Delta.

But Otuaro came in and began dismantling that structure. He began insisting that the beneficiaries, not political godfathers, contractors or private interests, must remain at the centre of PAP.
That itself is the real battle.

The question therefore is:
Why are those who claim to love the Niger Delta so uncomfortable with an administrator who is strengthening the institutions created to serve Niger Delta youths?

Why the desperation to undermine him?

Why the persistent campaign against an administrator whose core responsibility is to ensure that the objectives of the Amnesty Programme are achieved?

NDAPDEJ challenges Boyloaf, Shoot At Sight and their associates to come clean before the people of the Niger Delta.
If there are genuine concerns about the administration of PAP, let them present verifiable facts, documents and evidence instead of relying on political blackmail, rumours and character assassination.

If they have evidence of wrongdoing against Dr. Dennis Otuaro, they should take such evidence to the appropriate investigative authorities. But they must not expect the people of the Niger Delta to blindly accept allegations merely because they are repeatedly circulated.

We equally challenge anyone alleging financial diversion or corruption under Otuaro’s administration to produce the evidence.
Billions of naira is not a small allegation. It requires evidence. The Niger Delta people deserve facts not propaganda.

Comrade Freeborn Abraye, National Coordinator of NDAPDEJ, said:

“What we are witnessing is nothing more than a desperate attempt by an old political establishment to regain influence over a system that Dr. Dennis Brutu Otuaro is working tirelessly to reform.

Otuaro did not become Administrator of PAP to serve the interests of political godfathers. He was appointed to serve the Niger Delta people and the beneficiaries of the Amnesty Programme.

If dismantling entrenched interests is his crime, then he should remain committed to that mission.

If cleaning up the system is his offence, he must not apologise for it.

If putting beneficiaries before political patrons is what has made him unpopular before certain individuals, then the Niger Delta people should know exactly where the battle is coming from.”

We therefore call on Dr. Dennis Brutu Otuaro not to be distracted or intimidated. Rather, remain focused on education, skills acquisition, empowerment, employment opportunities and the sustainable development of the beneficiaries of PAP.

The Niger Delta cannot afford a return to an era where government intervention programmes become instruments for private political enrichment.

PAP belongs to the Niger Delta people. It is not the personal property of any former militant leader, political godfather, contractor or pressure group.
The Programme was established because of the peculiar circumstances of the Niger Delta and the need to reintegrate, rehabilitate and empower its youths.

Those who believe Otuaro is doing something wrong should bring evidence.
And Those who believe he has violated the law should approach the appropriate authorities rather than fabricating false allegations against him.

Those who merely want PAP to returned to the control of vested interests should understand one thing: The era of using the suffering and aspirations of Niger Delta youths as a bargaining chip for private political interests has ended.

The PAP must remain beneficiary-centred, and the Niger Delta people must reject every attempt to drag the Programme backwards.
